An unsatisfactory EICR is a diagnosis, not a repair plan

When an Electrical Installation Condition Report is described as having “failed”, that wording can make it sound as though the entire installation is unsafe or needs replacing. In practice, the report identifies specific defects, risks or areas that could not be confirmed during the inspection.

The important question is not simply whether the report is satisfactory. It is what has been found, how serious it is, and whether the cause is localised or points to a wider problem within the installation.

What the EICR codes are telling you

An EICR records observations using codes that indicate the significance of each finding. Understanding the difference matters because not every observation calls for the same response.

C1: danger present

A C1 observation is generally used to flag a possible immediate danger. This might involve exposed live parts, accessible damage or another condition where someone could be at risk straight away. The priority is to make the situation safe. That could involve isolating affected equipment or carrying out an urgent repair, depending on what is found on site.

Do not remove covers, investigate inside a consumer unit or attempt to repair the fault yourself. If an electrical danger has been identified, keep people away from the affected area and follow the electrician’s safety advice.

C2: potentially dangerous

A C2 observation is generally used to flag a possible danger within the installation. It may not be causing an incident at the moment, but under the right conditions it could result in electric shock, overheating or fire.

Examples can include inadequate safety measures, damaged wiring, poor connections or problems with the earthing and bonding safety connections. The correct repair depends on the mechanism behind the observation. Replacing a visible accessory may be appropriate in one case, while another fault may require testing further back through the circuit.

C3: improvement recommended

A C3 observation is generally used to record a recommended improvement rather than an immediate or potential danger. It should still be understood and considered, particularly if other defects are present or if you are planning alterations to the property.

A C3 does not mean that the installation has failed solely because of that observation. However, leaving every recommended improvement indefinitely can make future maintenance more complicated and may allow the installation’s condition to decline.

FI: further investigation required

An FI code is generally used where the inspection has not established enough information to decide whether a dangerous defect exists. This is not the same as confirming that everything is safe. Access restrictions, concealed wiring, unusual alterations or a fault that needs more targeted testing can all make further investigation necessary.

The next step should be clearly defined. You should know which area needs investigation, why the available evidence was insufficient and what access or isolation will be required.

Why an installation receives an unsatisfactory result

An EICR can become unsatisfactory because of one serious defect, several less serious issues or an inability to verify a safety-critical part of the installation. Common underlying causes include deterioration, damage, loose or overheated connections, unsuitable alterations and protective devices that do not match the circuit.

Properties can contain electrical work added at different points in the building’s history. An extension, converted room, replacement kitchen or outbuilding may have introduced changes without creating an obvious problem elsewhere. Testing helps trace how the installation works as a system, rather than judging each socket or light in isolation.

Age alone does not prove that an installation is unsafe. Equally, a tidy appearance does not prove that the cables, connections, insulation, earthing or safety devices are working properly. The observations and measured results need to be considered together.

What should happen after the report

Start by asking for the observations to be explained in plain language. A useful repair plan should identify the affected circuit or equipment, the risk involved and whether the repair is urgent, recommended or dependent on further investigation.

The repair should address the cause, not just the most visible symptom. For example, replacing a scorched socket without checking the connection, cable condition and circuit loading could leave the reason for the overheating unresolved. Likewise, changing a safety device, such as a circuit breaker, without confirming that the circuit is suitable can create a different safety problem.

Once remedial work is complete, the relevant circuits should be tested again. Depending on the work involved, this may require a certificate for a small repair, a certificate for a larger electrical installation or written confirmation of the further investigation. Your electrician should explain which record applies and whether the original report can be updated or whether a new inspection is required.

Do you need a full rewire?

Not automatically. Some EICR findings can be resolved with targeted repairs, replacement switches or sockets, improved connections or corrections to safety measures. A wider upgrade may be appropriate where defects are repeated across the installation, circuits have been substantially altered or the existing arrangement cannot provide the required level of protection.
